Project COPE provides outreach, prevention, supported referrals, and treatment services to Latinos at risk for HIV.  These HIV prevention and education services are designed to create behavior changes among participants such as reductions in high risk behaviors that lead to HIV transmission, and follow through with referral for HIV testing and counseling, primary medical care, and other social services.

The program works with individuals who are at risk for HIV and with those who have already tested positive and understand the need to provide primary and secondary prevention.  Staff deliver information in a manner that is non-threatening and considerate of their reluctance to seek services, such as having initial interactions be more social and casual in nature, allowing time to build trust, respecting their need for privacy, and letting the clients determine when and in what environment they have contact.  They are also sensitive to each individual's stage of change and readiness for services and support consumers in their efforts to move to a different level of readiness.

Program staff will conduct risk assessments on each program participant at the onset of receiving program services, establishing baseline measures of risk factors for HIV, transmission, individual and group level interventions, and educational workshops designed to increase awareness of rick factors for HIV transmission and reduce the incidence of high risk behaviors.
